Quasi-Jury System Proposed in Taiwan Last Year

Apparently the Republic of China (Taiwan &c.), unlike Hong Kong, has no Anglo-American system of trial by jury – this was just something that, for some reason, I had never questioned until today. There were calls last year for a quasi-jury system, in which judges disagreeing with the lay jury had to explain their contrary reasoning but maintained independence from the popular judgement represented by the jury. As far as I can see, news of that proposal has petered out, so I wonder what has happened. ¶ By the way, I think Chinese judges should wear these:
